Access to Care: The Impact of the Balanced Budget Act on Medicare Home Health Services

The Committee will examine three important policy changes that impact seniors' access to home health care. The changes came through the Balanced Budget Act of 1997 at the urging of the Federal Health Care Financing Administration. The committee will explore the effects of these policy changes and urge a resolution of the unintended problems that affect seniors' access to home health care.
